He said no online passes as that's being covered by the need to pay for PS+ to play online in the first place. Meaning part of that revenue or costs associated with online play must be being paid for by Sony to the publishers.

Then the topic was focused on used-games in general (not online passes specifically) and he said that they can't force anyone's hand in this sense. However, they are pushing the system to not have any DRM and any publisher on their console that does put it out would be at a distinct disadvantage. So it should take care of itself as they all leave it out of the PS4 entirely.

You're just looking for something that doesn't exist in PS4. Sony may have initially been planning on having a system similar in many ways to Xbone's, but they clearly changed their tune once it was obvious the anger gamers had for DRM in general.
