If they had wanted to, they could have done that this gen; so basically it is the same.  Wether or not publishers do it or not depends on them; just as this gen.

Big difference this time: MS supports DRM. I bet you that most publishers were scared to do a complete DRM system this gen, they were waiting for some console manufacturer to pull the trigger first. Now MS will get all the flaming, because they were the first to openly say they support DRM.

Now that one console fully has DRM then companies like EA won't be scared anymore, MS will get the blame, not them.

Companies won't go all out at the beginning, but little by little they will even get their biggest franchises to have DRM on consoles.
