"Nearly 40" (for 2014) is what Jack Tretton said. That includes first/second/third-party studios.

He also said that first-party studios are working on 30 titles (exclusives of course).

20 of those 30 games are scheduled for the first year of the PS4 (generally, 2014).

12 of those will be a new IP.
