It would have meant the equivalent of selling cars without steering wheels, or making their new platform "Kinect Optional/Better With Kinect!"
I know there are a lot of people who couldn't care less about Kinect, and fewer who are openly hostile towards it, but MS' plan for the Xbox as the living room entertainment hub requires it. Making it optional would require altering their plans.
As far as the price parity goes, consider that Sony plans to sell their new PS4 camera sensor for $60. The difference is it's optional, both as a cost, and from a developer's standpoint. But making it optional also means having to approach everything from the standpoint of a split internal market between those with a camera sensor, and those without, which is exactly what MS wanted to avoid.
