You could call every game for which DLC is available a "demo".
on-topic: Could be a limited version, yes. Unlike the launch of PS+, which came in the middle of the console lifecycle, there are no 80+ rated retail games that they could hand out for free in the first days of PS4. So the first PS4 PS+ offerings will not be as great as PS+ users are currently used to. So giving somehow limited version of new games might be the best practical compromise in the early days.
