No he didn't actually. He sat on stage and said "we believe in the model we're using today with Playstation 3"
This is the exact same thing we have NOW. EA could limit your used games now on PS3 if they wanted too, or use some sort of online pass.
This is more in line with the PC, where publishers have a little say about their products but not the entire system. It's highly different from what MSFT is doing because that is a system wide DRM in the form of used games and online connectivity.
