If a game requires internet connection for it to function developed by publishers, it requires internet connection to function. It's the same as it always has been. Sony can't change that, just like Sony can't make an MMO play offline. It will depend on how developers design the game and how publishers enforce conditions for the game to function.
The main point is that the PS4 is not changing the model and forcing people to HAVE to connect to the internet no matter what game they are playing and whether it requires internet or not. The console itself doesn't do DRM.
