It's basically this: Sony didn't implemented a system for 3rd parties to implement DRM on the PS4. However if EA wants to use DRM, they can definitely do it by their own methods.

Now, here comes the problem: we now know that MS have DRM (and endorse it), so, will this become an industry standard? not at the beginning at least. EA, Ubisoft and Activison are the top candidates to implement DRM, if this companies do DRM on all consoles (and that includes Wii U...well let's exclude EA) and they see profits, then all the other publishers will follow suit.

Those 3 companies I mentioned are probably very happy with MS because with them it will be much easier to use DRM (there's also the 1 day check in, which will help the console from piracy), while on Sony it will more "difficult", but that won't stop them. 

It's good that Sony didn't implemented a way for 3rd parties to use DRM, but that won't stop the problem in the long run.
