Personally, I never saw the HD-DVD player add-on as anything except for a marketing gimick and as a result I wouldn't be too surprised to see a Blu-Ray player add-on.
If Microsoft can get the Arcade down to $200 (a fairly easy task I would assume) and could sell a Blu-Ray player add-on for $150 to $200 (once again, a fairly easy task) they can now advertize that they too have Blu-Ray playback at $350 or $400 ...
