The reason Grand Theft Auto didn't sell as well on the Xbox was because PS2 had a much larger install base and because they had a timed exclusivity agreement with Rockstar. It's like with Virtua Fighter 5. It sold over 200,000 on PS3 in America when it was released and then only sold 130,000 on 360 in America when that version was released 9 or so months later.
