Xbox One will enable new forms of access for families. Up to ten members of your family can log in and play from your shared games library on any Xbox One. Just like today, a family member can play your copy of Forza Motorsport at a friend’s house. Only now, they will see not just Forza, but all of your shared games. You can always play your games, and any one of your family members can be playing from your shared library at a given time.
The second part doesn't state at all that both you and 1 family member can play the same game. Only that you can play your games and 1 of your family members can play from your shared library at a given time, ie any of your other games.
Plus how do they enforce this 1 at a time? Is there a cooldown period between one and the next user? Do you have to wait an hour after person 1 releases your shared game library before the next family member can access it? Or is the 1 hour requirement just for you playing from another console, and do family members have to be constantly connected to enjoy your shared library? It could be that when you start a game your family member is playing he gets locked out.
It could even be like GT5p that you have to wait a day before a family member can play it from another console.
The only thing they can't enforce in this system is that you on your primary console can play the same game as 1 family member on another console as long a you don't connect and are still within the 24hr time limit. No other guarantees.
And indeed what qualifies as a family member. Can it be anyone on your friend list (10 special friends), or are there restrictions, same IP, same city, same country, same continent? Can they share your game library with a silver account or do they need a live gold membership?
Just let me have the option to have the old inconvenience of a disc check, so much easier, more flexible and not subject to policy changes or individual restrictions by publishers. A disc you own, instead of ask for permission to use.
