Microsoft want to turn it into a Yearly franchise, because its the biggest money maker they have for Xbox and they have seen how CoD performs on the 360.

I fully expect 343i to grow to the size where they can push out a game Yearly alone or collaborating with other devs (Like with what Spartan Assault is). They are probably big enough now to do this efficiently, though I expect them to grow.

2009 - Halo Wars and Halo 3: ODST
2010 - Halo: Reach
2011 - Halo: Combat Evolved Anniversary
2012 - Halo 4
2013 - Halo: Spartan Assault (And maybe more)
2014 - Halo 2 Anniversary? Halo 5?

The strategy is clear to see.

I disagree that it'll be a yearly thing.

The gap between Halo 4 and Reach should have been bigger but where it was two teams (Bungie/343i) that allowed for a 2 year gap intead of the standard 3. Halo Wars was done by the now dismantled Ensemble, point being I don't know of any other studios that could do a Halo game?

ODST was done so Bungie could get out of their contract with MS faster.

May seem like a cop out answer and hey maybe they do want to annualise it but I do think all the Halo games we've had recently have come out when they have because of certain circumstances.

If we have just the two teams within 343i then it certainly won't be annualised, that second team can't push games out that fast.
