It's a problem.

And the solution is making arrangements and deals with Gamestop/Best Buy/etc. rather than punishing gamers.

There would be too many parties involved to reach an agreement in even a year. Different devs would want a higher percentage than others, then the others would complain...

So... instead of negotiating with publishers, they decided to fuck over gamers?  Well, that's their choice.  Hope it doesn't work out for them.
