It won't be exactly like steam but think about this. Publishers on Nintendo's eshop are able to set their own prices and put sales on their games whenever they want. I've bought a game on sale on eshop(though I regretted the purchase). Like what normal stores do once they see that their game aren't selling Publishers will lower the prices of their games to compete.

If anything this might encourage games getting cheaper faster since brick and mortar stores aren't locked into buy a million copies of something and barely anything selling. Those games sitting on the shelf collecting dust count as a sale to the publisher already. With the online system games nobody wants would be discounted with a couple weeks since the publisher will see pretty quickly they aren't going to be making any money with their games at that price point.
