Yes, it is vague enough. Used games would still be playable on another console if the RFID tag was cleared. How that would work? Well, I'll leave the answer to Sony if they ever implement this kind of DRM, but probably through some kind of online authentication or by using a similar used games system MS is trying to make with Gamestop.
About Sony denying the patent being for the PS4, well, nothing is stopping them from making the patent work with the Blu-ray drive/disc which is housed inside the PS4. Technically, the patent wouldn't be for the PS4 itself LOL
