The quick answer is "no".
The first problem is that the Xbox One's primary OS is the HyperV OS. Nothing runs within this OS, except the two other virtual machines. The Apps OS will only accept signed and verified applications through the apps channel. Much like on Windows 8 RT. The Games OS has a similar limitation.
There are a few limitations though. The software would have to be signed in order to get it on the HDD, then it'd need to be authenticated. Then to further complilcate things, each of the OSes have the capability to restore themselves with a proper version should it detect something that doesn't belong. And on top of that, if the console, while doing it's authentication, determines that the system has been compromised, it can disable the entire console. Rendering it banned.
So yep. People might try, but they run the risk of bricking their box.
