No i think you will be able to register friends. The only downside will be, and they don't mention this but i'm sure it works this way, only one person can play the game at any given time. So you can add friends if you want, but it's no different from actual lending a copy of the game like today.

You honestly think, that after restricting basically everything else, they will allow 10 persons to share their games?!
