Now they are exploring the possibilities of allowing you to do so. Just not able to let you at launch. So again it's not up to Publisher, it's console wide... but they may change that |
From the first quotes I used it sounds like this features will be available for 3rd parties to use, but won't be 100% obligatory. Publishers just have the tools, which that alone will make it easier than the PS4.
