It's not obligatory on the Xbone either. The Xbone is just designed to allow DRM, the publisher can enable this features if they desire, but it's not required.

Actually it looks as though it was designed to not allow it. Now they are exploring the possibilities of allowing you to do so. Just not able to let you at launch. So again it's not up to Publisher, it's console wide... but they may change that
