For starters... Everyone who has used a 120hz or 144hz computer monitor and ran a game at 120fps/144fps can attest that the improvements are significant. Everyone.
They even notice how much more fluid the mouse cursor moves on screen. :P

That's the PC though. - Where you aren't limited to 1080P and 60hz.

Besides, the human eye does not see in "Framerates". - It's not an electrical/mechanical machine, the brain analyzes the data it receives from the visual cortex, focusing on changes brought on by motion and fluctuations in intensity, duplicated data is then discarded to save on "brain processing" time. - It's incredibly quick and versatile, it would make 30fps and 60fps seem incredibly slow.
