Their problem is the potential of Microsoft spying on their consumers, not if it can be turned off completely. They are scared, this Ilse Aigner just wants Microsoft to clear things up.
And you'll probably be able to switch of the camera and the microphone, just like with Kinect this generation. There are also tons of privacy settings which will probably make a return to the next generation.
