Exlcusive is exclusive. Doesn't matter if MS made it or not. I dont think all 15 games are produced first party, that would be a lot of work. I am sure there will be 3rd party exclusives just like for the 360.
Edit: Looks like I should read the thread first. I guess I was wrong going by smeags qoute.
