As a fan of video games and movies, I can say with confidence that The Last of Us won't be the video game equivalent of Citizen Kane.
When it came out in 1941, Citizen Kane broke all the established rules of movie making. It was groundbreaking, on a technical level and in terms of its narrative logic. It influenced generations of creative artists, not only movie directors. And, until recently, it was generally considered the best movie ever made.
The Last of Us looks like a great game, but I don't think it will ever be considered the best game ever made. Nor will it break new ground for the medium.
