That's almost certainly a load of nonsense. It's just a data disk.
The reason why pc games aren't on blu ray is much more simple than that.

these are just theories not facts and to support the theory further there are various BR royalty program http://www.one-blue.com/royalty-rates/ and sony being one of the founders of BR, it wouldnt be surprising if they got some kind of BR exclusivity for their console, as PS3 was one to the reason Sony wanted to develop BR, and it was because of PS3 that BR won the war against HD DVD.
*again these are just mere speculation! and to me this seem to be the most logical theory behind MS DRM

sony uses Windows on their computer line so there are coporate exchanges beteween sony and MS

I find windows analogy ridiculous, Windows is MS the main revenue source its a product made to be licensed with PC maker not to be choosey whom to license, although they are being choosey with Windows Phones, and its the same reason why Sony produced movies cannot be on a single given platform for revenue.
