That's almost certainly a load of nonsense. It's just a data disk. 

The reason why pc games aren't on blu ray is much more simple than that. 

these are just theories not facts and to support the theory further there are various BR royalty program http://www.one-blue.com/royalty-rates/ and sony being one of the founders of BR, it wouldnt be surprising if they got some kind of BR exclusivity for their console, as PS3 was one to the reason Sony wanted to develop BR, and it was because of PS3 that BR won the war against HD DVD.

*again these are just mere speculation! and to me this seem to be the most logical theory behind MS DRM

What is odd, and perhaps most convincing about the whole thing, is that you CANNOT play anything without installing it. There is 100% zero option to play from disc, meaning that if your hard drive is full, you have to delete something first. That seems a bit inorganic for the xb1. While it's extremely speculative, it does make for a very interesting theory.
