This seems to be something that Ken Kutaragi would have said and such arrogance does not bode well for the company. However, they seem to be motivated and that’s a good thing.

Earlier Microsoft’s Aaron Greenberg had said that they are definitely listening to fan feedback and said that E3 is all about games and they have a lot to share.

No, they haven't. The original article says they plan to spend this amount. And seriously, if that's all they're planning to spend for a whole generation that's peanuts. 

You know this wouldn't inlcude what their own studios make and their publishing efforts....because those things are part of their daily business.

That 1 billion spent on securing things that normally wouldn't be attained for free/favours. This is certainly more then what Sony would spend.
