Well, first of all, there is more piracy on PC.

Then, well, most pcs are connected to the internet right now, and people don't see reason to have a pc without internet, so always on is less of a hassle.

And finally, the steam sales.

Oh, and pc gamers are rich.

So that some how makes it ok to think it's going to cuase damge on Xbox One?
