Ubisoft cancelled exclusivity because they realized that it being multiplat could make them more money. They delayed it because they didn't want to market it twice. They probably will make a 3DS versions a few months later, like they did with Origins. Ubisoft are clearly supporting Nintendo, with all of the multiplats they are bringing to it, even when it is struggling.
