What do they mean by no fee?
As it is right now, your game is tied to your LIVE account through a one time use code that you get with your copy of the game. If you give this game to another person then they have to pay the full price to play the game on their LIVE account. That part has been clarified already. Where does this fee come from? Does this refer to some kind of charge on top of the full price of the game?
Or does it mean that your game is not going to be tied to your account and anyone can play a used game, exactly like it is right now.
The only way they are answering the problem is if the latter is the case. Other than that I don't know what this "fee" is all about. They're just either deliberately trying to confuse people or doing a poor job at explaining things with all these conflicting reports.
