Yes no more Cell or PowerPC at least, that by all accounts will make it easier all round for devs.
Both systems are getting plenty of development tool support from middleware, yes SONY for will need to continue to polish the accessibility to the PS4 and I think they understood this was key from the experience with PS3 and Cell, they are in new territory now with x86 but going by the vibe from developers they are doing a good job thus far.
