I'm not a game developer myself but I'll go with my guts on this due to past dev experience with Sony systems.

The development tools for the XB1 are more fleshed out than what's available for the PS4. Programming for the PS4 (compared to PS3 and X360) is easier since it's on x86 now but that doesn't mean developers have access to all possible capabilities of the PS4 right out the gate. It will take time for Sony to polish their tools available to devs.
