Couldn’t they just add Chinese Language Support?  At least the two major ones.  And even if only small percentage of the people with internet access in China buy it, it would be a huge success.

They launched with English, Japanese and Mexican Spanish.  Every so often they have been adding other languages. It currently supports: Australia English, Canada English, Canada French, France French, Germany German, Ireland English, Italy Italian, Japan Japanese, Mexico Spanish, New Zealand English, Spain Spanish, United Kingdom English, United States English

Even Skyrim Kinect support includes English, French, Italian, German, Spanish and Dova (Dragon).  Surly, if Kinect can learn to speak Dragon it could learn Chinese.

                                                              

 

You overestimate the chinese market, most 360 that got imported there are hacked and the number is comparable to the sales in japan, they could had the chinese dialects for kinect but even if they are able to sell in China I don't see how they could do much better than what they did this gen, now that piracy will be harder on the xbone
