It's easy with satellite service providers, it's difficult with over-the-air.
Even in the US over-the-air is a huge challenge, more so than anywhere else in the world. We have 6,034 over-the-air broadcast stations in the US. There is no guarantee that a person living within the designated affliate zone will receive the station they're supposed to get.

If they can get over-the-air to work in the US, which they might be able to, then they can get it work anywhere in the world as it's a cake walk elsewhere.
