So essentially the most this health care can cost is 8% of your total wages?

And it looks like if you opt out you have to pay near nothing.

Well 8% for the lowest level "bronze" care... but yeah it won't be more then that. 

The "opt out and pay nothing" thing will likely have to be around for at least a few years, even if it does cause a disaster because nobody will want to set it up so the poor have to pay.  Chances are they'd fix it instead by extending medicare.
