Here is the kicker.

The Developers/Publishers/Microsoft have already BEEN paid when a customer purchases a game/license, when the customer goes to sell it to someone else they effectively transfer that license again, why the heck do the Publishers/Micrososft think they are entitled to that transaction? It really has nothing to do with them anymore.

It never happens with any other product as far as I know. - For example cars, once you sell it to someone else, the original car manufacturer doesn't get a piece of that sale again, it's bluntly none of their business what happens to it after the original purchase.

It's double dipping, it's going to drive prices up for allot of consumers who rely on the second hand gaming market giving them less money to spend on other games.
