That;s because the retailers will pay the used game fee to get a reactivation code.
Also multimedialover is wrong. You still can't play games on other Xbox's UNLESS you're signed into Live. Otherwise it'll ask you to buy the game because you're not playing on the live account which the disc is tied to.
A lot of stuff is still up in the air though. Also Polygon is funded by MS so it's not exactly the most reliable source in the world. PR crap.
