Sounds like the security is disc based to me the game installs on every console you put the disc into but without the disc you can buy the game from LIVE if you want to play without the disc. It seems to make sense to me. As long as you have the disc you can play the game anywhere, without the disc you need to buy the digital unlock code to play the game.
