When faced with giving away a piece of royalty.......or blocking all used game sales entirely......it is a easy choice to make IMO.
This is great news because it makes used game sales income go back into the industry, rather then just benefit the retailer.

All they had to do was ask for a cut of each used game sold and the problem could have been solved that easy

How would that be tracked? It can't, as that relies on the "honor system". Retailers can easily lie and just sell it under the table. This makes everyone accountable.
Again, this isn't a gamer problem anymore, its fixed (if true). This is a retailer problem now.

They could get sued for that
If they made a deal with them like they did with this new used game system. Gamestop would have eventually agree because they wouldn't want to lose a whole library of endless profit.
I was talking about them making a deal with retailers when i said "ask"
