This is a terrible policy. It makes the disc really no different than a download and guarantees that selling your own copy to someone else via eBay/craigslist/whatever impossible. Why would anyone buy a game off of you without knowing 100% that the game has been unassociated with your account and run the risk of paying the price on eBay plus whatever the "game is associated with another account fee" on top of that? In short, they wouldn't.
If this is really how it is gonna be, I hope no one buys the xbone. On the bright side, this does mean that they can have your downloaded games be resellable via some marketplace. So many negatives though to outweigh that positive
