Nope. First of even at 1ghz Gpu Clock Xbone would be weaker. 

 

Also half of the chip is just Esram its not actually doing anything. Just helping the DDR3 not to be a crippling bottleneck.

 

Also cooling is supposed to be 4 times quiter than on the Xbox 360. You would need a big ass fan to achieve that. The Cooling is not an indicator for the clockspeed. And thanks to 32 Esram its a big ass chip. If they want to clock higher they would have to discard more chips that can't go that high. Also TDP is supposedly just 100 Watt. So no chance.
