Unlikely in bold. They probably mean free to play games, or arcade type games that are 5-10 bucks. Etc. This is full of marketing spin.
On big budget games they can easily make it fully locked out (single player and all). Look at Diablo 3 as an example, and that's on PC let alone a fully controlled Xbox!
