I'm not impacted by any of the news, nor do I believe the policies are set in stone, so nothing would impact my buying decisions.

I buy my software new (I've bought one used title only because Microsoft didn't have it available -- until recently -- On Demand), and I have invested in a digital library.  I don't sell my software, nor do I rent.  Therefore this won't impact me.
