Let's also not forget that the Xbox is declaring that it will have various multitasking going on all the time and that will require background processes and memory as well. It certainly cannot have even the resources for games that the specs present if it needs to have the ability to run multiple apps and respond to visual and audio inputs associated with actions outside of the game.

Example, while playing the next of Call of Duty game, it needs to be able to respond to and deal with answering a Skype video call at a moments notice. That requires power to be taken away from any foreground process all the time.
