You do not spend $100mio each on creating your best games and throw them out to a user base of three, four or whatever low mio number of user base there is initially. Good games sell, at full price, to roughly 10% of the user base. Both companies will throw the fewest games they can get away with onto the market, because every aaa game in the first console year is a guaranteed monetary loss.
