I doubt the used game fee will be the full price, it most likely will be a fraction of it.
As for the PS4 I would not be surprised if they decided to implement something similar.
So far Sony said they supported used games, they didn't say they would not charge people to use them...
PS3-Xbox360 gap : 1.5 millions and going up in PS3 favor !
PS3-Wii gap : 20 millions and going down !
