Because its not a cable box.
Same as GoogleTV.
It can only search and connect to what you have on your particular provider due to reading it from the given cable/sat box and internet information.
Its a pass-through system. Everything will connect to your XboxOne and then to TV. This way TV input is never really changed and XboxOne controls the changing of channels, your DVR, etc.
Its something WiiU is attempting to be with its Nintendo TV service. However, it clearly is not at that level yet. Though it needs to if it wants to remain competitive. Though, with that data forced to the gamepad vs in the same TV screen, MSs approach is better, faster, and more streamlined.
