It's a useless feature for those of us with slow connections. Multiplatform games won't use it.

The purpose would be for high-latency processing requests.  That is, for those requests that don't require lightning fast response times it would be used, however for other requirests that require faster response times it wouldn't be used. 

The reason Microsoft is expanding the Xbox LIVE infrastructure 6 fold (I believe it was) is to provide one-hop access to that processing power.  So, technically speaking the latency to the cloud would be relatively low.  Despite that, yes, your Internet connection speed could be an issue but that's yet to be determined.
