I have to say, this fee that MS mentions can not be just a petty $10 fee like we pay nowadays with online passes.

Because think about it, what is stopping someone from going to a store, buying a game for $60, installing that game on to their drive which he can now play without disc, then passing the disc on to his ten friends who all pay the $10 fee to get the game each. So essentially MS just lost $(60-10)*10=$500 worth of money, which would be ridiculous and publishers would never agree to that. So the fee has to be something like $40-50 to offset people from simply passing around the disc to their friends. And if the used game fee is that high, then there won't be any more used games sales any longer since it'd almost be the same price as buying new. If not this then some other way we don't yet know of.
