Some games may require an Internet connected Xbox One. Xbox One will utilize off-system processing (the cloud) to expand the processing power of the system. This is a feature that will develop over time, but even some early games will likely take advantage of this feature.
I suspect there will be games that will fall into one of three categories, 1) games that do not require an online connection, 2) games that may require an online connection but if one does not exist can function in a limited capacity (smaller world, etc), or 3) games that require full-time connections.
Deeper into the Xbox One's life-cycle, the majority of games will likely require an Internet connection in order to provide a deeper, more compelling experience.
