XBOX ONE requires a fee to play used games. And if the game is new the fee is $60!

Not sure about that.

Think of this like an online pass but this time, the game you buy (on disk) will be registered to your account. To play the game on another console you'll need to pay an aditional fee, but the game will then be playable without the disc.
